Kallio Correctional Facility was in use briefly in the late 1700s as a place to send magical people from Devron to receive anti-magic tattoos, memory wipes, and retraining to needed professions such as mining, smelting and gardening.
The facility was shut down suddenly leaving many still in stasis.
